WFAS Measures
and WrapStat

Fidelity measurement is a core implementation support to evidence-based practices. “Fidelity” refers to the degree to
which a program or initiative adheres to a defined practice model. The measures of the WFAS provide a way of assessing fidelity and quality for the Wraparound process, as specified by the National Wraparound Initiative. 

As a fidelity measurement system, WFAS instruments were designed to support both continuous quality improvement and research. With respect to CQI, sites or programs delivering services via the Wraparound process can generate profiles, organized by the prescribed activities of the Wraparound process or the 10 principles of Wraparound, to illuminate areas of relative strength and weakness. This information can be used to guide program planning, training, and quality assurance.

With respect to research, data from WFAS instruments can help evaluate whether the Wraparound process has been adequately implemented, and thus aid interpretation of outcomes. In addition, researchers on youth and family services may wish to use WFAS instruments to measure the relationship between service processes and outcomes, as a way to explore which aspects of service delivery are most important to child and family well-being 

WrapStat is the new data management system for the measures of the Wraparound Fidelity Assessment System, including the WFI-EZ, the TOM 2.0,
and the DART.  All licensed WFAS collaborators have access to WrapStat and receive ongoing WrapStat technical assistance from WERT.  

The new system asks licensed users such as Wraparound providers, states, and systems of care to enter basic information (such as Unique ID, age,
date of enrollment, date and status at discharge) on all enrolled youth. With that youth roster in place, WrapStat allows its users to: 

  • Track Wraparound enrollments and discharges 

  • Draw random samples of youths for data collecrion via WFAS measures; 

  • Send communications to youth, family, and providers survey respondents; 

  • Collect and analyze data on fidelity and outcomes; 

  • Prepare standardized WFI-EZ, TOM 2.0 and DART reports  

  • Monitor other critical indicators such as length of stay, reasons for discharge, fidelity, satisfaction, and outcomes;  

  • Export data into an excel file
